Diversifikasi Sektor Basis Ekonomi Kabupaten Sigi Pra–Pascabencana 2018: Pendekatan LQ-DLQ

Abstract

Bencana pada 28 September 2018 berdampak pada lahan produktif di Kabupaten Sigi. Kondisi ini berpotensi mengubah struktur ekonomi wilayah serta sektor basis yang menopang pertumbuhan. Penelitian ini bertujuan menganalisis dinamika sektor basis Kabupaten Sigi sebelum dan sesudah bencana menggunakan pendekatan Location Quotient (LQ) dan Dynamic Location Quotient (DLQ) berbasis data Produk Domestik Regional Bruto (PDRB) seri 2010. Data Produk Domestik Regional Bruto (PDRB) menurut lapangan usaha periode pra-bencana (2013–2017) dan pasca-bencana (2019–2024) dianalisis secara deskriptif kemudian dihitung LQ terhadap Provinsi Sulawesi Tengah. Dinamika keunggulan komparatif dievaluasi menggunakan. Hasil menunjukkan bahwa pada pra-bencana sektor basis Sigi didominasi oleh Pertanian, Kehutanan, dan Perikanan; Perdagangan; Real Estate; Administrasi Pemerintahan; Pendidikan; dan Kesehatan. Pada pasca-bencana, sektor basis tidak hanya bertahan, tetapi juga bertambah pada Pengadaan Air/Pengelolaan Sampah; Konstruksi; Akomodasi dan Makan Minum; Jasa Keuangan; serta Jasa lainnya. Sektor-sektor tersebut juga memperlihatkan DLQ>1 yang mengindikasikan penguatan keunggulan komparatif pasca-bencana. Temuan ini menegaskan terjadinya diversifikasi basis ekonomi Sigi yang dipicu oleh kebutuhan rehabilitasi-rekonstruksi serta penguatan layanan publik dan sosial. Implikasi kebijakan diarahkan pada pengembangan wilayah berbasis klaster prioritas: pemulihan pertanian tangguh bencana, percepatan infrastruktur dasar dan permukiman, penguatan layanan pendidikan-kesehatan, serta akselerasi sektor jasa modern (keuangan, informasi-komunikasi, dan logistik) untuk memperkuat ketahanan ekonomi pasca bencana.
