Abstract

One of the intersections equipped with traffic lights in the educational area of Palangka Raya University is the intersection of Jl. Bukit Keminting – Jl. Hendrik, which is a four-legged signalized intersection equipped with Traffic Light Signals (APILL). Traffic flow at this intersection is considered high because it serves as the main access for students, academic staff, and the general public. This research aims to evaluate the performance of the signalized intersection and provide recommendations for improvement to address the traffic problems that occur. The analysis was conducted using the Indonesian Road Capacity Manual (PKJI) 2023 and simulation with Vissim software. The evaluation results show that the existing intersection conditions are at Level of Service (LOS) F with an average delay of 270.27 seconds/pcu and a degree of saturation of 1.536. Based on the analysis results, several alternatives are provided, namely implementing a right-turn ban at approaches A and C with a three-phase signal, increasing the signal cycle time for the three-phase signal, and adding a signal phase to make it a four-phase signal. The recommendations that can be given are to implement an APILL system based on sensor technology or that is adaptive, capable of adjusting signal duration in real-time, and to consider building flyovers at approaches A and C.
