Abstract

As a class II port in North Maluku Province, Trikora Tidore plays an important role in regional logistics distribution, especially for container loading and unloading services. Limited facilities and lack of operational management: the increase in container flow has not been accompanied by better service performance at this port. The purpose of this study is to evaluate the port's operational performance in serving containers based on main indicators using a decision-making approach and stakeholder participation. The methodology used is case-based reasoning (CBR) to identify criteria and sub-criteria of port operational performance and the analytical hierarchy process (AHP) method to determine the priority weight of each criterion and sub-criterion, then measure the performance indicators that are the main priority. From the results of the study, the order of port operational performance indicators in serving containers at Trikora Tidore Port is obtained, namely the first rank is the dock utility service with an average performance achievement of BOR 14%, YOR 27%, and SOR 0%, which indicates the level of utilization of the dock, stacking yard, and warehouse is still low. Therefore, strategic efforts are needed to improve the performance of dock utilities in the future, such as by increasing the number of visits by logistics ships that load containers, optimizing ship arrival schedules, reducing container dwell time, and providing supporting facilities that can attract more container ship services.
