Abstract

River Operation and Maintenance (O&M) plays a critical role not only in ensuring the sustainability of water resource infrastructure but also in strengthening the state’s defense strategy against non-military threats. This study aims to analyze the strategic significance of river Operation and Maintenance by employing a qualitative-descriptive approach with a case study in the Progo River Basin (DAS Progo). Data were obtained from government regulations, technical reports issued by Balai Besar Wilayah Sungai Serayu Opak, and relevant academic publications. The findings indicate that the application of the Actual Operation and Maintenance Needs Index (Angka Kebutuhan Nyata Operasi dan Pemeliharaan or AKNOP) improves the effectiveness of flood risk mitigation and enhances budget efficiency. Furthermore, the case of the Progo River demonstrates that maintenance activities such as dredging and levee reinforcement reduced flood risks by up to 30%, although implementation remains constrained by limited resources. From a broader perspective, these results highlight that river Operation and Maintenance should not be perceived merely as technical activities, but rather as an integral part of Indonesia’s total defense system, particularly in addressing non-military threats such as hydrometeorological disasters.
