Evaluasi Efisiensi Biaya Berdasarkan Perbandingan RAB dan RAP pada Proyek Pengaspalan Jalan di Aceh Timur

Abstract

Perencanaan dan pengendalian biaya merupakan aspek penting pada proyek konstruksi jalan karena menentukan kemampuan kontraktor menyelesaikan pekerjaan secara efisien tanpa mengurangi mutu dan spesifikasi teknis. Penelitian ini mengevaluasi efisiensi biaya pelaksanaan melalui perbandingan Rencana Anggaran Biaya (RAB) dan Rencana Anggaran Pelaksanaan (RAP) pada Proyek Pengaspalan Jalan Pelita Sagop Jaya - Indra Makmur Kabupaten Aceh Timur. Penelitian menggunakan pendekatan studi kasus kuantitatif dengan sumber data berupa dokumen kontrak, RAB, gambar rencana, spesifikasi teknis, observasi lapangan, dan data biaya pelaksanaan. Analisis dilakukan melalui identifikasi item dan volume pekerjaan, rekalkulasi RAP berdasarkan kebutuhan sumber daya aktual dan harga satuan lokal, serta perbandingan nilai agregat RAB dan RAP. Hasil penelitian menunjukkan nilai RAB/nilai kontrak sebesar Rp1.374.308.273,92, sedangkan nilai RAP hasil rekalkulasi sebesar Rp1.264.363.612,01. Selisih keduanya sebesar Rp109.944.661,91 atau 8,0% dari nilai kontrak. Setelah dialokasikan 10% dari selisih untuk overhead dan risiko, potensi margin pelaksanaan diperoleh sebesar Rp98.950.195,72 atau 7,20%. Hasil ini menunjukkan bahwa perbandingan RAB-RAP dapat digunakan sebagai indikator efektivitas pengendalian biaya pada proyek jalan skala kecil hingga menengah.
